The article presents the Outcome Mapping methodology developed by IDRC to assess impact. Outcome Mapping characterizes and assesses the contributions a project or organization makes to significant and lasting changes (outcomes). Outcomes are defined as changes in behaviour, relationships, activities and/or actions that the initiative was helpful in bringing about. In Outcome Mapping a program is assessed against its activities that contribute to a desired outcome, not against the outcome itself.
